Charlotte E. Bowman
KEYSER, WV – Charlotte E. Bowman entered the arms of her Lord on Saturday, January 10, 2026 at the age of 79, with her son, Robert, by her side.
Born on November 14, 1946, in Swanton, Maryland, to the late James A. and Edna S. (Barnard) Tichnell. Charlotte was a beloved mother and grandmother and a servant of God. Charlotte loved life and enjoyed spending time with her family, traveling, playing cards, listening to music and visiting with friends. She was an avid gardener and enjoyed spending hours working in her flower garden and her Koi pond. She was also known to stop at any given time during her travels to dig up wild flowers to add to her flower garden. She never met a stranger and would do anything she could to help anyone in need.
Charlotte graduated from Shepherd University with a Regents Bachelor of Arts degree and was a Social Worker, retiring several years ago from a long career with Burlington Family Services, Keyser. Charlotte attended Piedmont Pentecostal Holiness Church, Piedmont, WV.
In addition to her parents, Charlotte was preceded in death by her husband, Albert “Buck” Bowman, a daughter Lora Ann Bowman and two brothers, Phillip H. “Yardbird” Tichnell and James Tichnell, Jr.
Left to cherish her memory are her children, Bobbi Harman (Joe) of Swanton, Carol Breeding (Robin) of Delaware, Robert Arbogast, Jr. of Keyser, Amy Streets of Keyser; seven grandchildren, Vincent Harman (Ashley), Corbin Bean (Connie), Collin Breeding, Caroline Breeding Rice (Austin), all of Delaware, Dustin Nash of McCoole, Taylor Nash and Shelby Street, both of Keyser; six great-grandchildren, Evelyn Harman, Mackenzie, Madden and Manning Bean, Aria Nash and Octavia Lawrence. She is also survived by one sister, Clara Mae Paugh of Swanton; nephews Kenny, Jimmy, Billy and Richard Paugh, Danny, Rusty and Paul Tichnell and a beloved niece, Sandy Paugh.
Per her wishes, a celebration of life memorial service will be held at a later date.
